The FBI-Twitter Relationship

Scale: FBI Foreign Influence Task Force (FITF) grew to 80 agents focused on social media monitoring. 150+ emails between FBI and Yoel Roth (Twitter Head of Trust & Safety) between January 2020 and November 2022. FBI paid Twitter $3.4 million for staff time processing government requests.

Key personnel:

  • Elvis Chan — FBI SSA, San Francisco. Primary liaison to Twitter. Organized pre-election briefings with as many as 7 DC-based FBI agents traveling to SF.
  • Yoel Roth — Twitter’s Head of Trust & Safety. Primary contact for FBI.
  • Jim Baker — Former FBI General Counsel (Crossfire Hurricane / Trump-Russia probe), then Twitter’s Deputy General Counsel. Advocated for suppressing laptop story. Fired by Musk Dec 6, 2022 after caught secretly vetting Twitter Files before release.

Communication channels:

  • Teleporter — One-way FBI portal for sending flagging requests to Twitter.
  • Partner Support Portal — Created by Center for Internet Security (DHS partner). Used by election officials to report content.
  • Weekly and monthly scheduled calls, plus ad hoc meetings. Twitter execs lost track: “Is today the DOD, and tomorrow the FBI?”

Nature of requests: FBI sent lists of hundreds of accounts at a time. Flagged joke tweets from minimal-follower accounts. The FITF — ostensibly focused on foreign influence — forwarded thousands of mostly domestic reports.

The Hamilton 68 Dashboard (Part 15)

Public dashboard launched August 2017 by the Alliance for Securing Democracy (ASD), a project of the German Marshall Fund. Claimed to track 644 Twitter accounts linked to Russian influence operations.

Who ran it: Laura Rosenberger (former Clinton campaign), Jamie Fly (former Rubio counselor). Advisory council: Michael Chertoff (ex-DHS Secretary), Michael Morell (ex-acting CIA Director), Rick Ledgett (ex-NSA Deputy Director), John Podesta, Bill Kristol.

What Twitter found: Yoel Roth reverse-engineered the secret list. Internal assessment: “These accounts are neither strongly Russian nor strongly bots.” Roth wrote: “I am increasingly of the opinion that [Hamilton 68] is actively damaging and promotes polarization and distrust through its shoddy methodology.”

Taibbi: Hamilton 68 “simply collected a handful of mostly real, mostly American accounts, and described their organic conversations as Russian scheming.” The 644 accounts were never made public by ASD.

Media amplification: Cited by NYT, WaPo, NPR, CNN, MSNBC, Politico, Mother Jones, Business Insider. MSNBC, Politico, and Mother Jones each published at least 14 Hamilton 68 stories. Washington Post issued corrections on multiple “Russian bot” stories after Part 15.

Hunter Biden Laptop Suppression

Timeline: Late 2019: FBI subpoenas laptop from Delaware repair shop. October 13, 2020: Elvis Chan sends 10+ documents to Twitter via Teleporter — hours before NY Post publishes. October 14: Twitter suppresses story under “hacked materials” policy.

The mechanism: FBI did not explicitly order suppression. Instead, FBI pre-conditioned Twitter through repeated warnings about imminent “hack and leak operations” involving Hunter Biden. This gave Twitter’s moderation team the framework to suppress under existing policy. Jim Baker (ex-FBI, now Twitter counsel) advocated internally for suppression.

Important caveat: CNN interviewed six tech executives and multiple federal officials who said the FBI gave no explicit directive. The mechanism was indirect: pre-conditioning + institutional knowledge.

COVID Content Moderation — True Claims Suppressed

Natural immunity: Dr. Martin Kulldorff (Harvard) posted expert opinion on natural immunity effectiveness. Labeled “Misleading” for contradicting CDC. Dr. Brett Giroir cited Israeli study on natural immunity superiority. Pfizer board member Scott Gottlieb flagged it to Twitter as “corrosive.”

Vaccine side effects: Dr. Andrew Bostom permanently suspended for citing peer-reviewed research. Twitter’s own internal audit found only 1 of 5 alleged violations valid. The Stanford Virality Project explicitly recommended flagging true reports of vaccine side effects.

The Virality Project (Part 19): Stanford-led consortium coordinated censorship across YouTube, Twitter, Facebook, Instagram, Medium, TikTok, and Pinterest. Recommended expanding misinformation policies to cover: true reports of vaccine side effects, criticism of vaccine passports, and legitimate research on breakthrough infections and natural immunity. Taibbi: moved censorship “from judging truth/untruth to a new model openly focused on political narrative at the expense of fact.”

State Department / Intelligence Community Direct Requests

CENTCOM (Part 8, Lee Fang): In July 2017, CENTCOM official Nathaniel Kahler emailed Twitter requesting verification and whitelisting of 52 Arab-language accounts “we use to amplify certain messages.” Twitter created a secret whitelist exempting CENTCOM accounts from spam detection. Accounts later deleted disclosures of government ties and switched to seemingly organic profiles with apparent deepfake pictures.

Global Engagement Center (Part 17): State Department entity funded secret subcontractors. Partnered with New Knowledge (staffed by ex-NSA), whose co-founder Jonathon Morgan was caught running his own fake bot operation targeting the 2017 Alabama Senate race.

Multi-agency scope (Part 9): FBI was “doorman” to a vast program. Agencies included DHS, CIA, State Dept, Pentagon. Intelligence also shared with Yahoo!, Twitch, Cloudflare, LinkedIn, Wikimedia.

Hunter Biden Laptop — The Full Suppression Apparatus

FBI Internal Suppression of Authentication

An FBI lawyer interrupted an analyst who was in the process of confirming the laptop’s authenticity to social media companies; the analyst was stopped mid-briefing.

The 51-Officials Letter — Organized by Morell, Orchestrated by Blinken

Michael Morell (former acting CIA Director) organized the October 2020 letter signed by 51 former intelligence officials claiming the laptop had “all the classic earmarks of a Russian information operation.” Morell testified he did it to give Biden a “talking point” for the presidential debate. Multiple signatories were on the CIA payroll at the time they signed.

Antony Blinken — then Biden campaign senior advisor, later Secretary of State — is identified in the House Judiciary testimony as having prompted the letter’s creation.

Aspen Institute Tabletop — The Rehearsal

One month before the NY Post published the laptop story, the Aspen Institute ran a tabletop exercise gaming out the exact scenario — a hack-and-leak operation involving a presidential candidate’s family member. Twitter and Facebook executives participated. When the real event happened, the response was pre-rehearsed.


GEC Blacklists — Real People, Not Bots (Part 17)

India List — 40,000 Accounts

The State Department’s Global Engagement Center provided a list of 40,000 accounts allegedly linked to Indian influence operations. Twitter’s Yoel Roth reviewed them and found “virtually all appear to be real people” — not bots, not coordinated, just Indians with opinions.

The GEC’s 5,500-account China list — supposed Chinese influence accounts — included CNN employees. The State Department’s foreign influence detection flagged American journalists working for American media companies.

Pfizer Board Member Flagging Vaccine-Critical Tweets (Part 13)

Scott Gottlieb — former FDA Commissioner and sitting Pfizer board member — flagged vaccine-critical tweets directly to Twitter; some were actioned.

Foreign Contractors Adjudicating Medical Claims

Twitter used non-expert foreign contractors to make content moderation decisions on medical and scientific claims. People without medical training, working overseas, deciding which scientific statements Americans were allowed to see.
